1999-2000 MINISTERY OF TRANSPORT (V&W), The Hague
Interim Manager/Programme Manager. Hassan took over responsibility for the V&W-net transition programme while it was in dire straits. He refocused it, fired half its staff and brought it back on track.
V&W-net is a (data collection) network of V&W, with 15.000 (!) users. It is vital to the core tasks of the ministry. Its operation had been outsourced to EDS. The programme’s purpose was to migrate it from EDS to Consortis (a consortium of KPN and Getronics) and to set up a new service organisation. The budget for 1999 totalled fl 90M.
Inexperience of the new partners and lack of control on the side of the ministry had lead to a collapse in project performance and unclearity about roles and responsibilities. Hassan was asked to take over the programme’s overall management and re-establish a route to reliable cut-over before the EDS contract ended. He has done so with great vigour, after a 2½ week survey. His changes included the redefinition of roles, a reorganisation and reduction of the team and the introduction of clear terms of reference and measures of success.
