EXPERIENCE HIGHLIGHTS:
June 1996 to October 2001: Consultant and Gas Engineering Manager at Enron Europe Ltd, London:
· Managed the design and contracting of the gas pipeline to Sutton Bridge Power Station. Involved in negotiations for gas supply, including all Transco contracts. Halved the pipeline cost by identifying a new tie-in point to the National Transmission System with an innovative configuration which has since become common for Transco connections.
· Also for Sutton Bridge, edited the Environmental Impact Statement Update to obtain consent for increased power station output. Co-ordinated consultants’ studies, including architecture, noise, water and effluent, and emissions to air. Liased with local authority on noise, emissions and planning gain.
· Co-ordinated pipeline and gas supply matters for a power station at Rassau in Wales. This involved an Environmental Impact Assessment and planning application. Also coordinated discussions with Transco on gas supply and network reinforcement.
· Produced pipeline contract documents for the Arcos power station project in Spain.
· Was Enron representative on health, safety and environmental matters and pipeline engineering in Thrace Basin gas field in Turkey. Work also involved rehabilitation of a 20 km gas pipeline, plus installation of a further 30 km of pipeline.
· Conducted environmental due diligence on purchase of ICI’s facilities at Wilton. Liased with Banks’ Engineer on environmental matters to secure external funding.
· Co-ordinated Enron’s engineering and environmental due diligence efforts in negotiations with ENEL, Italy’s state electricity monopoly. This involved establishing the environmental and regulatory positions of certain power stations, identifying risks, and drafting execution plans.
· Performed engineering and environmental due diligence in UK, Turkey, Germany, Italy and Holland.
· Led technical due diligence team to the Vyborg AC-DC-AC converter installation near St. Petersburg, Russia, which re-synchronises electricity for export to Finland. This involved agreeing scope of work and programme for maintenance and upgrade of the facility.
· Was involved in searches for potential power station sites, especially in identifying pipeline routes.
· Involved in power station licensing and consents in UK, Spain, Italy, Portugal and Holland.
· Developed various accounting and management information systems on Microsoft Excel.
· Was the focal point on environmental, gas, pipeline and tidal energy matters in the Technical Services Group.
· Saw to countless “little things” to enable the department to function effectively.
December 1992 to May 1996: freelance consultant, developing teamwork courses, and performing pipeline, railway and project-management consultancy. Also managed a small pipeline consultancy.
· Developed and presented team-working course for BP Exploration on problem-solving and coaching. This included challenging paradigms and gaining commitment.
· Further developed BP course into Team Breakthrough ¾ a project team performance-enhancement process for NCR, Clydesdale Bank and Scottish Hydro-Electricity. Teams worked on real-life business-related challenging projects.
· Performed risk assessment and strategic consultancy for Northern Ireland Electricity on their problems in subsea cable routing from Scotland to Northern Ireland.
· Co-ordinated feasibility and routing studies for Premier Electricity Ltd, Northern Ireland, on marine pipeline crossings and landfall in Larne Lough and Belfast Lough.
· Produced a feasibility study, cost estimate and minimal functional specification for International Offshore Chemicals’ Methanol Pipeline.
· Provided consultancy on introducing Schedule Publisher planning software as the management control system for an aerospace manufacturing company.
· Performed strategic planning for 2001 UK Census for the Office of Population and Census Surveys. This involved systems analysis, implementation planning and risk management, and decision-support on out-sourcing opportunities.
· Strategic project planning for the Kuala Lumpur Light Railway II system. This involved execution planning, risk management, discussions with systems suppliers and banks, technology-transfer policy and operations-cost modelling.
· Review and standardisation of cost/planning roles and practices in Shell Expro, Aberdeen.
· Marketing/production study for Saudi Arabian manufacturer of diesel generators to optimise local content, examining the feasibility of local production and assembly of components manufactured in US.
· Produced sales literature for a pipeline consultancy and an economics consultancy.
· Designed Lotus 1-2-3 menu-driven system for small newspaper distributor, facilitating planning, delivery, invoicing and VAT administration.
March 1989 to December 1992: Projects Planning Manager at Docklands Light Railway, London, when they were making new connections to Bank Station, Canary Wharf and Beckton. The existing railway operated during weekdays, and was upgraded and re-signalled during evenings and weekends. New rolling stock was introduced.
· Planned and co-ordinated interfaces between Operations and Projects management, facilitating the takeover of the new developments by Operations management.
· Modelled the introduction of new rolling stock: in particular, availability, compatibility and maintenance issues.
· Managed the complex interactions between the parties who had conflicting requirements for possession of the railway. These were: Bank extension; Canary Wharf construction; resignalling; new vehicles; modification to existing vehicles; railway extension; staff training and normal operations.
February 1972 to March 1989: Various appointments in Shell UK Exploration & Production, Shell UK Materials Services, Shell Marketing Ltd and Shell-Mex & BP.
· Head of Project Services (planning, costs, contracts, materials, administration) on North-Western Ethylene Pipeline, involving the first submission of an Environmental Impact Statement which secured pipeline construction authorisation and project funding. Produced the project execution plan and prime scope estimate to obtain project sanction.
· As Head of Planning on Kittiwake project, produced the prime scope plan through which the project obtained funding approval. Also involved in pipeline design, refurbishment of the single-buoy mooring system, and procurement of long-lead material.
· Head of Cost & Planning, Gannet Cluster Pipeline Project, involving 21 subsea pipelines converging on a mother platform. Produced the project execution plan and prime scope estimate.
· Senior Project Services engineer on the Northern Leg Tie-In Project, responsible for costs, planning, accounting, quality assurance and materials on this major modification to the live Brent A platform.
· Developed Shell’s computerised offshore Pipeline Cost-Estimating System (PiCES).
· Introduced Artemis project-planning software for all North Sea projects. Developed project management procedures and applications, and delivered training.
· Senior Quality Assurance Engineer on North Cormorant Project in Northern North Sea, responsible for all jacket and riser materials. Also involved in reliability, operability and maintainability.
· Quality Controller for Shell Purchasing and Materials Services: audited quality assurance systems to CEGB standards and encouraged vendors to improve quality.
· Managed head office pricing policy in Heating and Agricultural markets; administered heating and agricultural fuels and lubricants, and authorised distributors.
· Sales representative in Glasgow, selling fuels and lubricants to commercial and industrial.
