Registers of Scotland (An agency of The Scottish Executive) - Head of Procurement (Associate)

Taking leadership of an initially undervalued, demotivated and reactive Procurement team of ten. Developed a long-term procurement strategy and 18-month operating plan endorsed and supported by the Management Board. Developed a high internal profile establishing strong relationships with internal customer and stakeholder groups, breaking down cultural and functional barriers. Implemented cross-functional sourcing strategies and developed a vision and targets that clearly feeds into and supports the goals and objectives of the organisation. The Procurement function is now recognised as a key contributor to business capability, service performance and bottom-line impact.

Restructured, developed and trained a high-performing Procurement team, introducing leading edge private sector practises and processes, significantly raising the commercial awareness of the Agency as a whole and managing out exploitation by key suppliers. QP Group - Lead Consultant (Associate)

Interim consultancy assignment performing a diagnostic evaluation of the procurement and supply chain operation with a major telecoms organisation, sourcing data, employee interviews, developing and delivering a business case and strategic plan for the future shape of the function that manages circa £2 bn spend worldwide. Additionally managing and negotiating with 7 top key suppliers, in particular strengthening the IBM outsourcing contract, taking out cost, improving service measures and performance, and invoking penalty clauses for previous poor performance.

Amey Plc - Strategic Procurement and Operations Manager - The Amey Group
(Amey (FTSE 250) acquired Comax in July 1999)

Managing an autonomous business unit, providing consultancy and supply chain strategy design implementation and management responsible for the management of in excess of £700m Client and Amey spend across a diverse commodity range, and the delivery of procurement and supply chain Client consultancy services, predominantly in the outsourcing market. Specialising initially in non-core procurement spend, process re-engineering, sourcing and implementing appropriate technology solutions, including e-procurement and reverse-auctioning. Also responsible for the provision of ongoing account management and support. Typical clients: FTSE 250, Government Agencies (e.g. Defence Evaluation and Research Agency), Local Authorities, (including Education, Health, Police Forces) PFI, PPP projects, Housing Authorities.

Developed and implemented a category management structure managing in excess of £300m ‘non-core’ spend for Comax and its clients, in particular providing total outsourced services to Defence Evaluation and Research Agency (DERA). An extremely political environment requiring Board level sponsorship at each stage and success-critical buy-in from internal and external stakeholders.

New role developed following a number of acquisitions, to co-ordinate procurement, telesales, customer services and supply chain operations throughout the European business. Identifying and utilising synergies, thus optimising value, cost reduction and process implementation in order to deliver competitive advantage and business growth. Following the purchase of Unilever Speciality Chemicals by ICI, moved to ICI to deliver the same function as the previous role, co-ordinating the activity between ICI’s new and existing businesses.
