The e-Government initiative for the Flemish government (MVG) needed a programme manager in order to co-ordinate the efforts to create a platform with services common for the 12 administrations of the MVG. Jan was responsible for the day-to-day organisation and management of initially 7 projects that were common (Common Services Platform - CSP). Those included: Autonomy, Divine, Integrated box-office, UME, PKI, LDAP/SSO and a subscription service.
Additionally he had to manage the overall planning for over 250-300 services in relation to the CSP. One of his tasks was to support the project leaders in their efforts to realise the different projects. Also, he had to maintain relations with all the parties involved in the initiative. The latter required, besides the technical skills needed to run a Program Office, also a high level of diplomatic skills.

Finally, he had to monitor the short-, mid- and long-term planning and work on these plans together with strategic consultants (colleagues)

The Wolters Kluwer Information System Platform (WISP) program contained 17 projects. Jan was responsible for the day-to-day management of these projects. He had to:
- Provide effective support in establishing, monitoring and managing Program management framework and content, in line with specific business strategies and resources and using the Prince 2 methodology.
- Provide all relevant methods, procedures, tools and data for helping Key Program actors to successfully meet their development and production objectives.
- Establish effective communication channels with stakeholders (key contacts, Group Management) for bringing clarity and credibility on Program actions and plans
- Facilitate communication within customer and MIS services, encourage mutual assistance among Project and Program managers and promote a constructive and positive attitude in order to reach agreed objectives
- Promote synergies and Corporate approach
- Stimulate new ideas and improve the quality of the deliverables by improving the processes and procedures related to the management of the program.
- Supervise execution of work program with Project Managers, and to report periodically to the program board about the planning and the execution of the program of work.

Function: World-wide Program manager

Co-ordinate all world-wide efforts to make all processes (IT and non-IT) and activities of the Agfa Gevaert group euro compliant. These activities include:

1. Start-up and manage a Project Office for the implementation of Phase II of the euro introduction in Agfa legal entities confined to the eurozone.
The Project Manager shall create a Project Quality Plan during the initial phase of this project. This plan will include all agreements for quality surveillance during the execution of the project. The PQP has to be approved by the Steering Committee.

1.a. Inventory all relevant issues in all Agfa-organisations involved

1.b. Initiate and manage a Risk Management System to identify the specific risks the introduction presents and to anticipate necessary actions

1.c. Co-ordinate the Plan, Status Reports and Management of main problem areas with all functional responsibles for all parties to the program. They include, but are not limited to:
- Identification and agreement regarding assignments, critical points of control, cross-team bottlenecks, interfaces with other activities, etc.
- Develop and maintain an integrated project plan
- Receive and confirm ratification by the relevant responsible persons

Project: European implementation of the New Business Model
Function: Project office manager

Manage & provide Project Office for a program of New Business Model rollouts through European Affiliates. Assignment includes the co-ordination of all actions to realise the NBM in 8 European countries. Reporting to NBM Implementation Manager.

Co-ordinate planning, status reporting & issues management for all teams involved in the program ¡V Systems, retail operations, engineering, marketing etc. This includes:
- Agreeing / identifying tasks, critical review points, cross-team issues, interfaces with other activities, etc.
- Developing/maintaining integrated project plan
- Getting endorsement of relevant stakeholders

NBM was a program containing 24 sub-projects. To manage this, following actions must be taken also:

- Organise biweekly team lead/progress meetings to ensure that all parties work in tandem and cross-team issues/dependencies are managed effectively.
- Provide initiative on identifying, tracking & resolving issues. Take on and manage specific issues to resolution where needed, including co-ordination with suppliers and project teams.
- Participate in monthly Steering Committee meetings (per active country), largely through production of an Integrated Status Pack covering milestones, costs tracking, major issues and change management.
- Co-ordinate and manage cost controls to track position against agreed investments budgets, e.g. $109m for France implementation. Also manage KPI measurement to prove business case for the programme.
- Advise, aid and tutor non-system teams in project planning and control.

Project: Consultant Computer Associates
Function: Project leader

Computer Associates subcontracted Jan as project leader for a large international Project in the realm of Marine Reinsurance.
A legacy Clipper Application needed conversion to the MS-Windows environment. This Project took almost 3 years to be completed. Jan shuttled between the customer site (Muenchen) where he was leading a development team of 5 programmers and the Belgium office. The project concerned the establishment of a link between NT machines where the legacy Clipper application was running side by side with the new developed version and the company mainframe where an Oracle database exchanged data with the flat-file environment.
A smaller one concerning the Adjusters followed this project for Marine reinsurance. He was project leader responsible for the roll out of the software in 25 offices (world-wide, all different countries) of the Munich RE company. The roll out concerned the full process from hardware selection/installation up to the training of the personnel.

Jan was project leader for the development of a system for the Solid Waste Treatment sector. It concerned the development of an invoicing and container reservation system. All the above development took place in the CA-Visual Objects environment and used as well Ingress databases as Jasmine as DBF flat-files.
